Council Meetings
Elections for the new council for Northumberland were held in May 2008. An executive, made up of a leader, deputy leader and six portfolio holders, has been appointed and is responsible for implementing council policy and achieving the council’s priorities.
The joint transition forum (JTF), a group established in May 2008, will advise the executive on all matters relating to LGR. The forum will consider all LGR issues and make recommendations to the executive, which will be accountable for decisions relating to transition. LGR matters will be included on executive agendas, and prior to coming to a formal decision the executive will take full consideration of the forum’s deliberations and advice.
The composition of the Forum is:
County council: 12 members nominated by the council’s executive (5 Liberal
Democrats, 3 Conservative, 3 Labour, 1 Independent)
District council: 6 members nominated by the district councils (District Council
Leaders or executive members)
The joint overview and scrutiny committee (JOSC) will undertake scrutiny of LGR matters being considered by the JTF before decisions are made, and will advise the forum of its views on these matters.
An LGR members’ advisory group will consider ways of supporting and developing the role of the unitary councillor.
Three member area reference groups will advise on how proposals for service
delivery and decision-making can be shaped to meet the particular needs of an
area.
