How will it be determined ‘who manages who’ when functions, departments, sections etc are brought together?
The proposal for a single council includes an outline senior management structure that includes a Chief Executive with 3 Executive Directors reporting to him/her, plus an Executive Director of Adult Services. Reporting to the Executive Directors are a number of Directors responsible for groups of services. It is anticipated that appointments to this high level management structure will start to evolve from about June 2008 when the new Council is elected. Some preparatory work on structures has taken place and a Senior Management structure has been consulted upon will be considered by the Implementation Executive on 28th April 2008.

Will “successful teams” be transferred together? If not, how will the break-up of teams and long standing working relationships be managed?
As part of both the transition and transformation processes the best examples of excellent service delivery should be identified and the new council can learn and build on this. Until detailed organisation structures are known it is not possible to be precise on the make up of teams. Any changes will be thoroughly thought out and consulted upon, and any changes will be carefully planned and implemented with the necessary support and assistance to those affected.

Will elected members to the new council need to be full time?
The number of elected members will be substantially reduced in the new council and the number of services delivered will increase. Although it is likely that elected members will have greater responsibilities, there is no requirement for them to be full time.

Assuming that a significant number of existing District Council Members will be elected to the new Council will they be able to sit on other Committees they sit on at the moment?
There will be no problem for members to have a dual role, however they would need to be aware of any conflicts of interest.

Does a staff structure exist? If so, can we see it? If not, when will it be made available?
An outline senior staffing structure (from Chief Executive down to Cluster Director level) is currently being consulted upon. The details were publicised in the New Council News Update distributed to all employees during week commencing 31st March 2008. That same update indicated that work on detailed structures would commence in October 08. It is likely therefore that detailed structures will not be available until November or December.
